Site work for a water / sewer project in S Zanesville, Ohio. Completed plans call for site work for a one-story above grade water / sewer project.
The scope of work consists of the replacement of approximately 2,000 residential water meters with Badger Meter E-Series ultrasonic meters equipped with cellular endpoints. The project also includes coordination of installation services with customers and scheduling services, as well as provision of an electronic Work Order Management System (WOMS) to transmit data electronically back to the City. Clarifications requested by Bidders must be in writing not less than 3 days before date set for receipt of Bids. The reply will be in the form of an Addendum, a copy of which will be forwarded to all known recipients. Bidders are required to provide bid security in the form of a bid bond in the amount of 100 percent of the bid price or a certified check, cashier's check, or letter of credit equal to ten percent of the bid amount. Each bid must contain the full name of the party or parties submitting the bid and all persons interested therein. Each bidder must submit evidence of experience on projects of similar size and complexity and a complete listing of all subcontractors to be used. Offers must be submitted on the bid form provided within the bid documents. The City seeks a qualified contractor to perform the following services: o Install approximately 2,000 Badger Meter E-Series meters with Orion cellular endpoints. The City will furnish all new meters and endpoints. The contractor shall provide the labor, equipment, and tools required to remove existing meters, install new meters, mount and activate endpoints, and properly dispose of old gaskets. Installation must comply with all applicable federal, state, and local regulations, and follow Badger Meter installation guidelines. For example, Badger Meter notes that endpoints should be installed in locations with verified cellular coverage; indoor installations are recommended, and pit installations must be through non-metal lids. Endpoints must not be connected to any electrical supply and their batteries are not replaceable. o Work will be performed in route/sequence order. The first phase of the City's 2,000 meters are predominantly 5/8 x 3/4-inch residential meters; the contractor will receive a route list and shall complete exchanges on a route-by-route basis to maximize efficiency and minimize customer disruption. Route saturation (i.e., achieving 95% installation completion in each route or returning exceptions to the City) will be required before moving to the next route. o Coordinate installation with customers and provide scheduling services. Because most meters are located inside homes, the contractor shall mail City-approved appointment letters 2-4 weeks prior to installation, operate a scheduling call center and web-based scheduling portal, and perform "cold-call or canvasing" visits for customers who do not schedule appointments. Appointment windows must be offered in two-hour blocks and be available Monday through Saturday. The contractor shall make at least three attempts to schedule each installation, leaving door hangers with instructions for rescheduling when necessary. o Provide an electronic work order management system (WOMS). The WOMS must be able to accept vendor-provided inventory files and current meter data, validate that meter serial numbers and endpoint IDs are within the assigned inventory, and create flat-file or CSV records for automated meter swap in the City's billing system. The WOMS system must store digital photo series for each installation and provide secure, web-based access to pre- and post-installation information, including account number, address, old and new meter serial numbers, readings, installer name, comments, and photographs. The WOMS shall include reporting dashboards showing installation progress by route and lists of accounts with installation issues. o Collect and transmit installation data. At the time of change-out, the installer shall record the final read of the old meter and the initial read of the new meter, identify the service line material (e.g., copper, PVC, galvanized iron), document customer use class, and take pre- and post-installation photos. The contractor shall upload installation data daily and resolve any data conflicts before submitting files to the City. Data files must be compatible with the City's utility billing system and be made available no later than the next business day. o Return removed meters and provide GPS coordinates. All removed meters shall be returned to the City's warehouse. GPS coordinates of installed meters shall be captured with sub-meter accuracy and included in the installation record. o The City's objective is that each meter replacement be completed during a single site visit whenever reasonably possible. The contractor shall take all necessary steps to complete the installation without deferring work back to the City or the customer. If conditions are encountered that would hinder or prevent completion of the installation, including but not limited to deteriorated or incompatible customer-side piping, fittings, valves, or appurtenances, the contractor is required to perform the corrective work needed to complete the meter exchange during the same visit, unless an immediate safety hazard exists that cannot be resolved on site. All such corrective work shall be included in the unit prices submitted in the Bid Form. All corrective work outside the standard meter replacement requirements outlined in this document performed under this provision shall be charged against the Project's contingency line item, subject to prior approval by the City. The contractor shall provide, within the Bid Form, an hourly labor rate for corrective work and the markup percentage for third-party materials and third-party subcontracted labor. These rates will be used for evaluation and application of allowances funds during the project. All unit prices submitted for minor piping repairs shall remain in effect for the duration of the Contract. o In cases where customers do not schedule an appointment or do not provide access after the required notifications and contact attempts, the contractor shall furnish and install an exterior meter pit assembly at a City-approved location. The contractor shall include unit pricing for this work in the Bid Form, and all pit installations must comply with applicable City standards and manufacturer specifications. All unit prices submitted for meter pit assembly shall remain in effect for the duration of the Contract. o The contractor shall be fully responsible for any damage to structures, piping, finishes, meters, service lines, appurtenances, landscaping, or other property caused by its personnel, equipment, or operations. Any such damage shall be repaired or replaced by the contractor at its sole cost and to the satisfaction of the City and, where applicable, the property owner. No additional compensation shall be paid by the City for corrective work resulting from contractor-caused damage. Labor associated with exterior meter pit installations performed under this provision shall be charged against the line item in the bid pricing, subject to prior approval by the City. The City will furnish all meter pit materials, including the pit, setter, lid, and any standardized components required by City specification. The contractor shall be responsible for all labor, excavation, backfill, site restoration, and installation activities required to complete the pit installation. o Damage resulting from contractor negligence, improper installation practices, misuse of tools, excessive force, or failure to follow manufacturer or City procedures shall not be eligible for additional payment. Bidders must ensure that all employees and applicants for employment are not discriminated against based on race, color, religion, sex, national origin, handicap, ancestry, or age. All contractors and subcontractors involved with the project are required to use Ohio products, materials, services, and labor to the extent practicable. Compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123 is required. Bidders must comply with the prevailing wage rates on public improvements in Muskingum County as determined by the State of Ohio. Bids must be irrevocable for a period of 60 days after submission.
