NASA White Sands Test Facility (WSTF) seeks design-build services for the complete design and construction of heating, ventilating, and air conditioning (HVAC) systems for three existing buildings: B100 (32,776 sf), B101 (33,244 sf), and B111 (12,396 sf). The project involves replacing original 1960s HVAC air handler units, boilers, chillers, blower fan enclosures, hot and cold-water coils, make-up air supply, ductwork, dampers, controls, and associated appurtenances with modern solutions proposed by the design-build team. B100 and B101 are office buildings, with B100 housing a communication hub and B101 housing a data center, each requiring dedicated HVAC systems. B111 is a cafeteria with a kitchen, training room, store, and communal eating area; its scope includes comfort air for occupants but excludes kitchen-specific HVAC improvements. The work includes upgrades to the energy management control system (EMCS) associated with the new equipment and may also involve improvements to other building systems such as windows, roofing, ceilings, lighting, and EMCS to enhance HVAC efficiency and effectiveness. Solutions should align with NASA's master plan goals to create affordable infrastructure, reduce risks, and support vibrant centers, incorporating condition-based monitoring where practicable. The second phase of the solicitation will provide detailed design and site requirements, including a Program of Requirements, site access, security, and construction logistics. The approximate cost for this is $12 million.
