The Virginia Department of Transportation (VDOT) is soliciting bids from qualified firms to perform grounds mowing and maintenance services at the Richmond District Office Complex, 2430 Pine Forest Drive, Colonial Heights, VA 23824 and the Richmond District Training Center, 2201 W. Hundred Road, Chester, VA 23831. The contractor shall provide all necessary equipment, personnel, supervision, and materials to perform ground maintenance, which will include but is not limited to litter removal, mowing, string trimming, and sweeping. No weed control will be carried out under this contract. The contractor shall be capable of commencing work within ten days after the contract is awarded, and all work must be completed within 48 hours of commencing work. The estimated regular mowing schedule shall be every 7-10 days during the mowing season, normally between March and November, but may vary. Work is to be performed during daylight hours Monday through Friday, excluding observed state holidays, unless otherwise directed by the Contract Administrator. Bidders must submit a Small Business Subcontracting Plan (SBSP) with their electronic bid response in eVA. If a bidder is not a DSBSD-certified small business, they must identify the portions of the contract to be subcontracted to DSBSD-certified small businesses. All bid documents and fillable attachments must be completed and uploaded with the bid submission, including the VA State Corporation Commission form, SBSP, subcontractor approval request, normal and emergency contacts, and references. Bidders are reminded to read and follow all instructions in the solicitation and ensure that bid pricing is not unbalanced.
