As of March 05, 2026, this project has not yet been awarded. A timeline for the award has not yet been established. Project has been Rebid **As of December 23, 2025, bids were canceled. No definite date for the rebid.** Bids are invited for furnishing and installation of a new steel ground water storage tank and foundation, a cooling tower with a new platform, new filter and backwash pumps, plant piping, plant electrical work, and all necessary appurtenances to put the Fashing-Peggy water plant and ground water storage tank into service. Bid/Contract Documents, including Drawings and Technical Specifications, are available for review at COPE ENGINEERING, INC. Contractors are instructed to submit questions in writing by the specified date and to accompany each bid with a bid bond of 5 percent of the bid amount if the contract exceeds $100,000. Certified checks or bank drafts payable to the County of Atascosa or negotiable U.S. Government Bonds may be submitted instead of a bid bond. Attention is required to wage rates and non-discrimination policy. The County reserves the right to reject any or all bids or to waive informalities and may hold bids for up to 60 days for review and investigation of the bidder's qualifications. Contractors or subcontractors that are debarred, suspended, or otherwise excluded from federal assistance programs are not eligible to participate in this project. DESCRIPTION OF WORK: The work to be performed under this contract shall consist of the furnishing of all labor, equipment and materials as specified herein for the “WATER SYSTEM IMPROVEMENTS AT THE FASHING-PEGGY WATER PLANT FOR THE EL OSO WATER SUPPLY CORPORATION” (TxCDBG #CDV23-0227). Time of completion is TWO HUNDRED FIFTY (250) calendar days. Prices bid for the items of this project will include all necessary labor, materials, equipment, pipe, appurtenances, bedding materials, clearing, removal of excess materials, cleanup, and permits to construct and complete the items as outlined in the plans and specifications. The Owner of the Project is Atascosa County, Texas. This project will consist of the furnishing and installation of a new steel ground water storage tank (and foundation), cooling tower with a new platform, new filter/backwash pumps, plant piping, plant electrical, and all appurtenances to put the Fashing-Peggy water plant and ground water storage tank into service. Question Deadline 02/18/2026 No oral interpretations will be made to any bidder. Each request for clarification shall be made in writing to the Grant Recipient or engineer no less than seven (7) days prior to the bid opening. Please submit questions for this project by 5:00 PM on February 17, 2026, in writing through email or plan room to: kyle@copeengineeringtx.com or ConstructConnect, Dodge Data & Analytics, AMTEK Austin, and Virtual Builders Exchange. Answers to the questions will be replied to in writing by 2:00 pm on February 18, 2026, or included as part of an addendum. PRE-CONSTRUCTION CONFERENCE: A time and date will be established for a preconstruction conference after the bid opening. At a minimum, the Contractor will be required to have his representative of the company, the superintendent who will be assigned to the project, and the payroll officer responsible to the company present at the pre-construction conference. Any and all subcontractor's representatives are welcome and encouraged to attend the conference.
