Site work for a transportation facility in Elsmere, Delaware. Completed plans call for site work for a 351,441-square-foot, one-story above grade transportation facility.

The contract is to provide General Landscaping Services for DTC’s Park & Ride Facilities located in New Castle County, Area 1. Bidders must submit bids without conditions or deviations from the specifications to be considered responsive. All required forms must be completed and included with the bid, submitted as a single PDF document. Any missing, unsigned, or unacknowledged forms will render the bid non-responsive. All addenda must be acknowledged on the specified form. All bids and supporting materials will be made publicly available at the bid opening. No changes to specifications will be accepted after the submission of sealed bids. The bid opening will be conducted via telephone. BID BOND: Waived Scope: Provide general landscaping services for DTC's Park & Ride facilities located in New Castle County, Delaware, and are identified under this contract as Area 1. Shown and listed exhibits below, passenger facilities include train stations and park & ride lots. Services shall include, but are not limited to, trash pick-up, grass cutting, weed control, fertilizing, mulching, plantings and tree/shrub pruning. Location of Facilities: Claymont Rail Station, 4500 Philadelphia Pike near I-495, Claymont. See Attachment A. Includes station and overflow lot located across pedestrian bridge over I-495. Grass area is approximately 220,000 sq.ft. at the station and the overflow lot. Mow area within the fence line to the back yards of the houses on Marion Ave, top rim of storm water management pond. Mow areas along the fence of the overflow lot (See Attachments A and B) on west side of I495 from the pedestrian bridge to Governor Printz Boulevard. Spray pretreats for weed prevention at fence lines only 3 (three) times per year on April 1 st , June 1 st and August 1 st . Prices Corner Park & Ride, Centerville Road & Old Capital Trail, Wilmington. See Attachment C. Grass area is approximately 47,850 sq.ft. Mow area between Old Capital Trail and the fences along the Kirkwood Highway and Route 141 sides of the lot. Spray pretreats for weed prevention at fence lines only 3 (three) times per year on April 1 st , June 1 st and August 1 st . Routes 7 & 273 Park & Ride, Newark. See Attachment D. Grass area is approximately 64,841 sq. ft. Mow area within and outside the fence, the area bRoute 7, and the area between the fence and Route 273. Pick up trash in all area's outlined in exhibit C Tybouts Corner Park & Ride, Hamburg Road & Route 13, New Castle o See Attachment E. o Grass area is approximately 18,750 sq. ft. o Mow area along Hamburg Road, and between the parking lot and the fence and/or crown vetch on the east, south, and west sides. Pick up trash in all areas outlined (Attachment E).Mowing, Weeds & Trash Removal Frequency - On average mowing will be completed weekly (or as needed at the discretion of the Project Manager). There are approximately "UP TO "26 mowing cycles from April 1 st through September 30th. If warm weather causes grass to begin growing early in the spring or causes grass to continue growing later in the fall, the DTC Project Manager/ Facilities Coordinator, may require that mowing be performed at some or all locations at times other than the April to September period. Due to the weather shifts and dry seasons, it is up to the Project Manager/ Facilities Coordinator to determine if the grass cutting is needed for the site locations. If extreme heat and/or drought prevents grass from growing, the DTC Project Manager may require that cutting be suspended at some or all locations until growth resumes. Weeds must be removed from all areas including fence lines, landscaped areas, sidewalks, driveways, parking lots and passenger waiting areas immediately following each mowing cycle. Trim around all items within the grass areas (light poles, signposts, etc.) Edge along sidewalks as needed. Weeds or other growth in sidewalks and/or the boarding area shall be removed each visit. Remove clippings from all walks, pavement, steps, etc. Pull weeds in planted areas each visit. Strictly Enforced: Failure to weed area's during mowing visits will result in a $1000,00 fine that will be deducted from invoicing. More than three (3) documented occurrences may result in termination of contract. Remove and dispose of trash and debris from entire property prior to cutting. Includes areas to be cut, fence lines (inside and out), hedges, planted and landscaped areas, sidewalks, driveways, parking lots and passenger waiting areas. Strictly Enforced: Failure to pick up trash during mowing visits and/or running it over with grass cutting equipment will result in a $1,000.00 fine that will be deducted from invoicing. More than three (3) documented occurrences may result in termination of contract. Empty any full to the top or overflowing trash cans were applicable. The contractor will purchase a box of trash can liners. They will be invoiced with a 10% mark up with the vendors purchase receipt. Trash liners will be used sparingly and for DTC locations only. Trash collected must be properly disposed at an off-site facility. DTC encourages the contract
