The headworks building (influent) requires major updates. This is the most critical part of the wastewater treatment process as it lifts all the water to the plant for treatment. It has been identified in the 2024 WWTP facilities plan. Bringing in innovative and new technology this project will increase efficiencies while addressing failing equipment. This project will be replacing screw pumps, motors, and gearboxes. Utilities will be replacing screening equipment, new compactors, and hydraulic concerns. While also giving The Plant more accurate influent flow measurement and sampling for increased accuracy of the whole treatment process. The effluent end of the WWTP requires updates. The current chlorination/dechlorination disinfection will be replaced with ultraviolet (UV) light disinfection. The existing chlorination/dechlorination system is aging and the concrete chlorine contact basins are rapidly deteriorating. The project will also include eliminating the flood pump setup which is used during times when the Chippewa River is at the flood stage. This setup was originally constructed in 1980 and has not been modified since. A concrete submersible pumping station with a dedicated power supply and controls will be installed. Finally, effluent laser meters will be installed to improve flow proportional processes (RAS pumping or chemical feed rates). Modifications will be made to the existing aeration grid. Rather than having a single aeration grid, it will be split into two separate grids. This will allow better control of the dissolved oxygen leading to improved treatment and energy efficiency. 404-006: Sewer - Headworks & Disinfection Rehabilitation 2026-2030 Capital Improvement Plan A sustainability-focused and renewable-energy improvement through the addition of a solar array will be installed and would supply additional renewable electricity to the WWTP. Each of the above projects have been identified in the 2024 WWTP Facilities Plan Amendment. These are large projects and rather than being in a constant state of "design and construction" over a number of years, they have been put together as a single project. As of December 5, 2025, this project is included in the City's 2026-2030 Capital Improvement Program (CIP). Further information regarding a design firm and timeline for construction has not yet been established.
