The City of Eau Claire is seeking proposals from qualified engineering firms to provide design, bidding, and funding services for improvements at the Wastewater Treatment Plant. The improvements will enhance raw wastewater pumping, raw wastewater screening, raw wastewater flow monitoring, grit removal, preliminary treatment odor control, effluent disinfection (UV), effluent pumping, and ADA compliance standards. The City intends to fund the improvements using the Clean Water Fund. The Wisconsin Department of Natural Resources (WDNR) approved a Facility Plan Amendment that outlines the improvements. The City of Eau Claire, Wisconsin owns and operates a regional advanced wastewater treatment facility that discharges to the Chippewa River. Liquid treatment processes include influent screw pumping, bar screening, aerated grit removal, primary clarification, biological selectors, aeration basins, secondary clarification, chlorine disinfection, dechlorination, and effluent pumping during high river stages. Effluent phosphorus limits are met through enhanced biological phosphorus removal (EBPR) and supplemental ferric chloride addition when needed. The City may, at its sole and absolute discretion, reject any and all, or parts of any and all submittals to the RFQ, re-advertise this RFQ, postpone or cancel at any time this RFQ process, or waive any irregularities in this RFQ as it deems to be in the best interest of the City of Eau Claire.
