The Ministry of Environment and Parks (BC Parks, West Coast Region) is seeking proposals from qualified contractors to complete priority trail and infrastructure repairs along the Juan de Fuca Marine Trail within Juan de Fuca Provincial Park on Vancouver Island. This project is being delivered under the Disaster Financial Assistance Arrangements (DFAA) program in response to the October 2024 atmospheric river event, which produced record rainfall and widespread flood and slope damage across the region. The event caused multiple landslides, washouts, and structural failures, leaving several sections of the 47-kilometre Juan de Fuca Trail impassable. The proposed works represent Phase 1 of the DFAA recovery effort and focus on reinstating safe and continuous public access along key portions of the trail corridor. The scope includes--but is not limited to--repairs at twelve critical sites identified in the 2025 engineering assessments prepared by Onsite Engineering Ltd. and Parsons Ltd. Work activities include: Replacement of damaged or washed-out bridge structures and abutments; Trail reroutes, reconstruction, and slope stabilization at earth-flow and landslide zones; Installation of new boardwalks, stair systems, and surfacing to restore connectivity and improve safety; and Replacement of a failed culvert to re-establish proper drainage and trail stability. This is a remote, backcountry construction project requiring experienced crews capable of working in rugged terrain with limited mechanized access. Materials may need to be mobilized by helicopter. The successful proponent will be required to prepare a site-specific Construction Environmental Management Plan (CEMP), developed by a qualified professional and consistent with the CEMP Guidelines provided in Appendix D of this RFP. The project area lies within the traditional territory of the Pacheedaht First Nation. BC Parks is committed to working collaboratively with the Nation throughout project implementation, and proponents are encouraged to describe how their work plan will support Indigenous participation and incorporate cultural monitoring.
