Scope of work generally includes the electrical construction modifications required for the improvements being constructed under the General Construction Contract including all equipment, building electrical, SCADA and control system improvements. Electrical contract also includes furnishing and installing replacement electric actuators for the existing filtration valves (valves to remain). The project is being financed by the Commonwealth of Pennsylvania through the Pennsylvania Infrastructure Investment Authority (PENNVEST). Bidder must agree to comply with all requirements associated with the loan / grant including but not limited to Disadvantaged Business Enterprise solicitation requirements, Build America Buy America Act, Davis Bacon Wage Rates, and American Iron and Steel Act Minority Business Enterprise/Womens Business Enterprise (MBE/WBE/DBE) requirements apply. Bidders agrees to comply with the most recent revision of the Guidance on the Solicitation of Disadvantaged Business Enterprise (DBE) Firms including, but not limited to, demonstration of the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified minority and women owned business enterprises in the bidding process. The Successful Bidder will be required to meet all Federal Requirements and Certifications in Executive Order Nos. 11246, 11625, 12138, 12432, 11375. and EPA Regulations at 40 CFR Part 33. The Borough reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania Steel Products Procurement Act, Act No. 1978-3; and for Contract value exceeding $25,000, the Federal Davis Bacon Wage Rates, and The Public Works Employment Verification Act (July 2012) apply.
