The City of Belleair Beach, Florida (City) invites the submission of bids from interested and qualified individuals, corporations, partnerships, and other legal entities authorized to do business in the state of Florida to compete to provide the items and/or perform the services specified in this Invitation to Bid (ITB). All inquiries, suggestions or requests pertaining to this ITB must be submitted to the designated procurement contact Kyle Riefler (Kyle.Riefler@cityofbelleairbeach.com) NON-MANDATORY PRE-BID MEETING Optional Site Visits Allowed - Mon.-Sat. from 7 a.m. – 6 p.m PURPOSE AND SCOPE OF SERVICES The 8th Street Stormwater Rehabilitation Project requires the Contractor to furnish all labor, materials, equipment, and a qualified installation crew to clean, televise, and rehabilitate the stormwater system along 8 th Street through Cured-In-Place Pipe (CIPP) lining. The work includes cleaning and CCTV inspection of the existing storm pipe segments identified in this ITB and illustrated in Part D, which include the installation of approximately 28 feet of 15-inch CIPP and approximately 302 feet of 18-inch CIPP. All labor, materials, equipment, hardware, testing, incidentals, temporary flow control, access management, traffic control, site restoration, and coordination with utility providers necessary to complete a functional CIPP installation shall be provided in accordance with the attached Technical Specifications. All required permits will be secured by the Owner prior to commencement of work; the Contractor is responsible for compliance with all permit conditions consisting of furnishing and installing a complete and functional CIPP. The Contractor is responsible for verifying pipe diameters and access conditions in the field; performing all debris removal, cleaning, bypassing, and dewatering, as necessary, required to facilitate lining; coordinating with utility providers and adjacent property owners as necessary; and protecting all existing utilities throughout the work. Cleaning and lining shall be performed by the same Contractor so that a single warranty applies to the final installation. The CIPP installation shall result in a smooth, continuous, structurally sound liner free of defects including but not limited to wrinkles causing capacity loss, fins, bubbles, delamination, soft spots, resin slugs, or lifts. The Contractor shall trim all liner ends flush with the host pipe or structure, install watertight end seals as required, and restore all benching or surrounding surfaces disturbed by trimming. The Contractor shall perform a post-installation CCTV inspection of each cleaned and/or lined segment, and payment for CIPP work shall be contingent upon submission and acceptance of this video. Any defects identified during inspection shall be corrected by the Contractor at no additional cost to the City. Cure temperature logs shall be continuously recorded during installation and submitted to the City as part of the acceptance package. The Contractor shall comply with applicable Pinellas County Standards and Specifications referenced by the City for stormwater infrastructure. In the event of conflicting requirements, the most stringent standard shall apply TECHNICAL SPECIFICATIONS The work specified under this Section provides for the reconstruction of pipelines and conduits by the installation of a resin-impregnated flexible tube, which is tightly formed to the original conduit. The resin is cured using either hot water under hydrostatic pressure or steam pressure within the tube. The Cured-In-Place Pipe (CIPP) will be continuous and tight fitting. This specification references standards from the American Society for Testing and Materials, such as: ASTM F1216 (Rehabilitation of Existing Pipelines and Conduits by the Inversion and Curing of a ResinImpregnated Tube), ASTM F1743 (Rehabilitation of Existing Pipelines and Conduits by Pulled-inPlace Installation of Cured-in-Place Thermosetting Resin Pipe (CIPP)), ASTM D5813 (Cured-inPlace Thermosetting Resin Sewer Pipe), ASTM D790 (Test Methods for Flexural Properties of Un-reinforced and Reinforced Plastics and Electrical Insulating Materials), and D2990 (Tensile, Compressive, and Flexural Creep and Creep-Rupture of Plastics) which are made a part hereof by such reference and shall be the latest edition and revision thereof.
