The City of Hayward, California (the City) is located in Alameda County and is known as the "Heart of the Bay" because of its central and convenient location to San Francisco, Oakland, and San Jose. It is served by an extensive network of freeways and bus lines and has two BART stations and an Amtrak station. Currently, it is estimated that there are 148,000 residents of the City of Hayward with the City growing by approximately three percent since 2000. Hayward is known as the "Heart of the Bay" because of its central and convenient location in Alameda County - 25 miles southeast of San Francisco, 14 miles south of Oakland, 26 miles north of San Jose and 10 miles west of the valley communities surrounding Pleasanton. Serviced by an extensive network of freeways and bus lines, Hayward has two BART stations (Hayward and South Hayward), an Amtrak station, and the Hayward Executive Airport, with easy access to San Francisco, Oakland, and San Jose airports. It has approximately 154,507 residents. The City of Hayward employs approximately 850 employees in a variety of positions ranging from administrative and professional staff to public safety. City leadership is committed to providing a labor friendly work environment and recognizing the value of its employees. The City is governed by a City Council / City Manager form of government. The City Council is made up of six (6) members plus a mayor that serves as the head of the City Council. The City Council appoints a City Manager to oversee the City's twelve (12) departments. The Hayward Executive Airport is located on a 543-acre site. The airport is home to over 350 aircraft operated by local companies and individuals. The airport and its 21 commercial tenants create about 300 jobs and contribute to the local economy through fuel, business, travel, and possessory taxes. The airport is financially independent and relies on income from tenants and airport users for daily operation. The Hayward Executive Airport is obligated by Federal Regulations to protect instrument and visual flight operators to the airport. The Airport is expected to take appropriate action to remove, lower, or relocate and by preventing the establishment or creation of future hazards. The Airport works collaboratively with other organizations, agencies, and residents to fulfill its obligations. Annually the Caltrans Division of Aeronautics inspects the Airport to ensure safety and compliance measures are taken. In 2023, the Caltrans division of Aeronautics reported redwood trees located at 1202 W. Winton Avenue have grown to an unsafe height for landing and departing aircraft. After consultation with the City's landscape architect, it was decided the trees were not a species that would withstand the removal of the tops. The Hayward Executive Airport reached out to the property owners to negotiate next steps. The Airport is planning a multi-phase removal of the 33 redwood trees and replacement with a shorter-growing tree as soon as possible. Construction of the Skywest Golf Course was completed in October 1963. The golf course was located on the property of Hayward Executive Airport and operated under a single, long-term ground lease agreement. The ground lease was assigned to HARD in January 1975. The lease has been amended on four occasions, with the latest amendment allowing HARD to evaluate operations and potential capital improvement options until September 30, 2020. At that time, HARD ceased operations at the golf course and the 126-acre parcel of land was returned to the Airport. After the Hayward Area Recreation and Park District (HARD) ceased operations at the Skywest golf course on May 2020, Airport staff assumed maintenance of the property and initiated the process of developing a plan for development of the site. In the meantime, maintenance services will be needed which include tree maintenance/ removal by means of an on-call contract. The City has adopted a Strategic Roadmap. There are six priority areas outlines. Confronting climate crisis and championing environmental justice is one part of the this plan. It is important to the City and Hayward Executive Airport to ensure to the extent possible, much of the material is recycled or prepared for reuse as possible. The City should have the first right or refusal to use any recycled/reclaimed material for its own purposes.
