Site work for a water / sewer project in Santa Maria, California. Completed plans call for site work for a water / sewer project.
[APNs] 111-291-035 through 111-291-038, 111-291-041, and 111-291-042) The County of Santa Barbara, City of Santa Maria, and the Santa Maria Public Airport District (Local Agencies) reached a settlement with the Central Coast Regional Water Quality Control Board (Regional Board) to perform a limited scope of work related to the SEMCO Site located at 2936 Industrial Parkway. The SEMCO Site has elevated concentrations of VOCs, petroleum hydrocarbons, and 1,4-dioxane in the subsurface. The work to be done consists of two scopes to be performed at separate times under one or more contracts. The groundwater monitoring wells scope is required to be completed early 2026 and the onsite soil vapor extraction wells are estimated to be constructed in mid-late 2026. The installation contractor is not required to clear utilities, which will be performed separate from this project scope prior to commencement of any work under these scopes. Construction of Two (2) Offsite Groundwater Monitoring Wells: The cost estimate for this scope of work is $110,000. The work to be done consists of, in general, furnishing all labor, materials and equipment necessary to drill, install, construct, and develop two (2) deep groundwater monitoring wells to approximately 250-270 feet below ground surface (gbs) in the approximate locations identified in Figure 4 of the approved Offsite and Onsite Groundwater Characterization Work Plan (GW Workplan). The wells shall be installed, constructed, and developed under the supervision of the Local Agencies' environmental consultant and shall meet the specifications, standards, and methodology set forth in the GW Workplan. (See GW Workplan Sec. 3.2, Table 1, and Figure 5.) The installation contractor will be responsible for the relevant mobilization activities and coordinating with the Local Agencies and their environmental consultant including assisting with necessary permits for construction. (See GW Workplan Sec. 3.1.). The work to be done consists of, in general, furnishing all labor, materials and equipment necessary to (i) drill, install, and construct eight (8) new SVE wells at the Site for the operation of the SVE System at final depths of up to 50 feet below ground surface (bgs), and screened up to 50 feet bgs, in the approximate locations set forth in Figure 6 of the approved Onsite Soil Vapor Extraction Work Plan (SVE Workplan) approximately 56 feet apart, and (ii) inspect and replace well boxes for (6) existing soil vapor probes (SV8, SV11, SV12, SV15, SV16, and SV17) as set forth in Section 3.3.2 of the SVE Workplan. The onsite work shall be performed under the supervision of the Local Agencies' environmental consultants, and the work and construction shall meet the specifications, standards, and methodology is set forth in the SVE Workplan. (See Sec. 3.3, Figure 7.) The installation contractor will be responsible for the relevant pre-implementation activities, complying with the existing Access Agreement for the Site, and coordinating with the Local Agencies and their environmental consultant including assisting with necessary permits for well construction and scheduling field activities to ensure the Local Agencies can provide at least five days prior notice to interested parties. CONTRACTOR'S LICENSE: The CONTRACTOR shall possess a California well drilling contractor C-57 license. SUBSTITUTION OF SECURITIES: Pursuant to Section 22300 of the Public Contract Code and the project specifications, the CONTRACTOR may substitute securities or request that the County make payment of retentions to an escrow agent for any money held by the COUNTY to ensure contract performance. REGISTRATION: No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code 1771.1(a)]; no contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code 1725.5; and this project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. QUALIFYING CONTRACTOR OR SUBCONTRACTOR: Pursuant to the provisions of Section 4104 of the California Public Contracting Code a contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal or engage in the performance of any contract for public work, as defined in Section 4104, unless currently registered with the Department of Industrial Relations and qualified to perform public work pursuant to Section 1725.5 California Labor Code. BID PROTEST: The County of Santa Barbara Bid Protest Procedures are described in Item 10 of the BID FORM, which is included in the bid documents. CONSTRUCTION TIME: The successful CONTRACTOR (after receiving the Notice to Proceed) shall have 45 calendar days from the COUNTY's Notice to Proceed to complete each scope work (which are contemplated to be conducted in phases at separate times) called for under the Contract Documents. LIQUIDATED DAMAGES: The liquidated damages will be $250 (Two Hundred Fifty Dollars) per day for project delays that are determined to be attributable to the CONTRACTOR. Question Deadline 12/17/2025 at 5:00 PM PT All questions MUST be submitted electronically through the online. Any changes or additional information needed for bidding will be provided in an Addendum posted on the online. Contractors shall be responsible for addendums. WITHDRAWAL OF BIDS: The COUNTY reserves the right to reject any and or all bids or waive any informality in a bid. No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening thereof. BID SELECTION: The COUNTY reserves the right to select any one or any combination of bids, whichever is in the best interest of the COUNTY.
