Site work and paving for a mixed-use development in Dacula, Georgia. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
**As of February 3rd, 2026, this project has not yet been awarded. A timeline for the award has not yet been established.** The scope of work includes demolition of Sanjo Street which is an existing one-way asphalt road; widening of the road to improve it for two-way traffic; installing new base and pavement section; and installing new storm drainage pipes and structures within the city right-of-way and easements. The funds for this project will be funded from 2017 SPLOST/IGA, 2025 Local Road Assistance (LRA), and FFY 2025 Gwinnett County Community Development Block Grant (CDBG) program. Therefore, all services provided must comply with all applicable federal government statutory and regulatory requirements related to these funding sources. The Contract Documents, consisting of Advertisement for Bids, Information for Bidders, Bid Proposal Form, Form of Agreement, Drawings, Specifications, Bid Forms, Bid Bonds, Performance Bond, Payment Bond, Bidders Qualifications Forms, and other Contract Documents may be examined at the following locations. All Bidders must be registered with City of Dacula to assure that Bidders receive all addenda and/or clarifications to the Bid Documents in a timely manner, it is highly recommended that all bidders obtain at least one complete set of Bid Documents directly from the City of Dacula. Entities that do not obtain Bid Documents from this source will not receive addenda and/or clarifications directly from the city and may be disqualified as acknowledgement to Addenda is required. Bidders relying on plan rooms or other services to obtain Bid Documents, rather than obtaining them directly from the city are doing so at their own risk. The Work to be completed for this Project consists of furnishing all labor, materials, earthwork, construction operations, details, supervision and coordination of all trades, utility suppliers, governmental inspections, and approvals to complete the construction, installation, and coordination for the "2025 CDBG for City of Dacula - Sanjo Street Widening, Paving, Drainage, and Sidewalk Improvements Project" as follows: The scope of work includes demolition of Sanjo Street which is an existing one-way asphalt road; widening of the road to improve it for two-way traffic; installing new base and pavement section; and installing new storm drainage pipes and structures within the city right-of-way and easements as described in these contract documents and illustrated on the drawings prepared by Bowman Consulting Group. Specifically, Sanjo Street which is approximately 13' +/- wide (width varies) will be demolished to earth subgrade which includes asphalt pavement, base materials, and any additional subgrade earth materials as required to meet the proposed elevations for the new pavement section described in these documents and as illustrated on the drawings. Contractor shall grade and widen the proposed two-way road to 26' wide from back of curb to back of curb. The Contractor will have One-Hundred Twenty (180) consecutive calendar days from the "Notice to Proceed" to finish and complete the project. Notice to Proceed will be issued during the Pre-Construction meeting. All required paperwork such as Performance and Payment bonds for 100% of the Contract amount which will be submitted to the City along with a Schedule of Values (Unit Prices), Certificate of Insurance, Contractor's Security and Immigration Affidavit, a list of Subcontractors to be used on the project and Subcontractor's Security and Immigration Affidavits shall be provided to the City at City Hall located on Harbins Road, in Dacula, Georgia before construction begins. Alignment of the proposed road is laid out such that it will generally be widened to the southeast side of Sanjo Street towards city owned property for the City Core Project. Contractor will install curb and gutter (C&G) along the approximate line of the north side of existing Sanjo Street edge of pavement and then widen and build new road to the southeast. Right-of-way width will increase from existing 30' right-of-way to proposed 40' right-of-way. Both sides of the proposed road will have new 24" C&G (transition to 30" C&G near GCDOT controlled Harbins Road) as well as new storm drainage pipe and structures to route stormwater to low point in road and tie-into the previously installed storm sewer outfall system draining from the City Core Project site. As the contractor builds the proposed road east towards Harbins Road, the proposed road alignment will jog towards the northeast to align with Tanner Road on the opposite side of Harbins Road. This jog will begin to occur just past 2461 Sanjo Street. The city has acquired 381 Harbins Road where the new alignment jog occurs in order build the road. The contractor will be required to demolish all items from the city owned 381 Harbins Road parcel which include the existing house, drive and parking areas, trees, etc. that are present on the parcel and in the way of building the new road. Asbestos removal of items within the existing house documented by the city's geotechnical consultant is required by the contractor as part of the demolition scope of work, refer to Geo Hydro Engineers "Report of Pre-Demolition Asbestos Survey and Lead Paint Screen" dated 10- 28-2025 located in the appendix of these contract documents.
