Question Deadline 01/09/2026 at 12:00 PM CT All questions about the meaning or intent of the bidding documents are to be submitted to the City Engineer by email through the online bidding site. Questions received after 5 p.m. on two (2) business days prior to the opening of the bids may not be answered. General Nature of the Public Improvement Project B-2026 is the Sidewalk Replacement Program for property owners within the City of Clinton. This project involves the removal and replacement of deficient sidewalks throughout the city. Total quantities consist of approximately 825 square yards of4-inch-thick PCC sidewalk and 82 square yards of 6-inch-thick PCC driveway sidewalk. Removal includes cutting, hauling, and disposing of materials removed. The replacement process includes subgrade preparation, formwork, paving, jointing, and restoration of adjacent surfaces. Additional tasks include mobilization of equipment, concrete washout stations, and other incidental work necessary to provide a safe and uniform pedestrian pathway. All work shall be performed within the city right-of-way under standard traffic control measures to maintain proper safety throughout construction. The above work shall be commenced as soon as possible after the contract and bond have been approved by the City Attorney and have been signed by the Mayorand City Clerk. The notice to proceed for this project shall be issued on or before 6th day of April 2026. Liquidated damages shall be per Special Conditions. Please contact us at 563.244.3423 if you have any questions. By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa. In accordance with Iowa statutes, a resident bidder shall be allowed a preference as against a non resident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the non resident bidder is a resident. In the instance of a resident labor force preference, a non resident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the non resident bidder is a resident. Failure to submit a fully completed Bidder Status Form with the bid may result in the bid being deemed nonresponsive and rejected. Each Bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful Bidder will enter into a Contract for the work bid upon and will furnish after the award of Contract a corporate Surety Bond, in a form acceptable to the City of Clinton, for the faithful performance of the Contract, in an amount equal to one hundred percent (100%) of the amount of the Contract. The Bidder's security shall be in the amount fixed in the Instructions to Bidders and shall be a Bid Bond on the form provided in the Contract Documents with corporate surety satisfactory to the City of Clinton. The bid shall contain no condition except as provided in the specifications. Bids are to be on a bid form at online. A bid bond in the amount of five percent (5%) of the bid amount as security that the bidder whose proposal is accepted will enter into a contract for the above, and will provide the required bonds, with sureties to be approved by the City Council, which respective sum will be retained by the said City as agreed liquidated damages in case the successful bidder fails to enter into a contract within ten (10) calendar days after award of the contract and post bond satisfactory to the City insuring the faithful fulfilment of the contract and maintenance. Each successful Bidder will be required to furnish a corporate Surety Bond in an amount equal to one hundred percent (100%) of its Contract price. Said Bond shall be issued by a responsible surety approved by the City of Clinton and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of al material and labor, and protect and save harmless the City of Clinton from claims and damages of any kind caused by the operations of the Contract and shall also guarantee the maintenance of the improvement caused by failures in materials and construction for a period of two (2) years from and after acceptance of the Contract. The City of Clinton will issue a sales tax exemption certificate to the Contractor for all material purchased for incorporation into the project. Tax exemption certificates are applicable only for the specific project for which the tax exemption certificate is issued. The Contractor also must file appropriate Chapter 573 claim/lien waivers before final payment will be released. The City of Clinton reserves the right to defer acceptance of any bid for a period of thirty (30) calendar days after receipt of bids and no bid may be withdrawn during this period. The City of Clinton does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City.
