The required work involves the supply and delivery of cold mix asphalt in accordance with the 2023 Standard Specifications of the State of California, Department of Transportation, for type A Asphalt Concrete 1/2” gradation. The liquid asphalt binder specified is SC-800. Upon delivery, the contractor must provide a certificate of compliance for each shipment, verifying the material meets all required specifications. Should any material fail to meet specifications upon testing, the contractor must replace unused portions with compliant material at no cost. No payment will be made for used material that fails to meet standards. Deliveries are to be made to specified locations in Bishop, Big Pine, and Lone Pine, California, as listed in the attached maps, by the deadline. Coordination with the Inyo County Road Department for delivery is required upon award. Respondents are to submit pricing that includes delivery to each drop-off location in the quantities listed and are required to answer a vendor questionnaire addressing conflict-of-interest, eligibility for local business preference, and understanding of protest and challenge processes. Use of the County purchase order is mandatory, and submissions may become public records. Vendors must maintain insurance as specified, including commercial general liability coverage with a minimum of $2,000,000 per occurrence, and name Inyo County as additional insured. Other insurance provisions and the process for questions or clarification are also specified.
