The scope of work consists of providing On-Call General and Civil Engineering Services for a variety of capital improvement and maintenance projects. Typical task orders may include assessment of existing roadway deficiencies and recommendations, identifying existing utility locations and obtaining as-built information, conducting underground utility exploration, obtaining topographic or aerial surveys, performing geotechnical investigations, and conducting visual field reviews to evaluate roadway, drainage, traffic, and site conditions. General civil and design services may include preparation of plans, specifications, and estimates; roadway and intersection design; drainage and utility design; ADA and accessibility upgrades; traffic engineering analyses; signal, lighting, and ITS design; coordination with private utilities and local, state, and federal agencies; right-of-way support documents; and construction-phase design support, such as RFI responses and submittal review. Specific scopes, deliverables, and schedules will be defined per task order and may vary based on project complexity. The city anticipates performing construction management and inspection with internal staff unless otherwise stated. Instructions to bidders include submitting Statements of Qualifications electronically in PDF format as one complete document. Submittals must follow the form prescribed and adhere to instructions, including minimum font size, and may risk disqualification if instructions are not followed. The SOQ document shall include a one-page cover letter, an organization chart, brief resumes of key personnel (no more than two pages each), and a one-page maximum description of the firm's project management approach for on-call task orders.
