The purpose for this Invitation to Bid (ITB) is to solicit competitive sealed bids from contractors that are interested in providing the labor, materials, tools and equipment necessary for the maintenance dredging of the Bing's Landing Boat Ramp located at 5900 N Ocean Shore Blvd, Palm Coast, FL 32137. It is the intent and purpose of the Flagler County Board of County Commissioners (County) that this Invitation to Bid promotes competitive selection. It shall be the bidder's responsibility to advise the Office of Procurement and Contracts if any language, requirements, etc., or any combination thereof, inadvertently restricts or limits the requirements stated in this ITB to a single source. 5.1. Scope of Work The successful Bidder shall furnish and install all materials, equipment and labor which is reasonably inferable and necessary for the proper completion of the Work specified in this Solicitation, whether specifically indicated or not. The successful Bidder shall also furnish all labor, materials, equipment, tools, services and incidentals necessary to complete all Work required by these Specifications. SPECIFICATIONS - Flagler County has received authorization from the Army Corps of Engineers under #SAJ-2003-02314 for the proposed work to be completed under Nationwide Permit Number 35. (Exhibit 1) Flagler County has obtained a permit from the Florida Department of Environmental Protection, permit #18-0209241-003-EE (Exhibit 1), to perform a maintenance dredge of the basin area associated with Bing's Landing public boat ramp. The basin will be dredged to approximately 5 ft below Mean Low Water (MLW) within the Intracoastal Waterway, a Class III Florida Waterbody. Approximately 2,500 cubic yards of dredge material will be hauled to a county owned storage yard located at 245 County Road 305, Bunnell, Florida (Parcel ID: 12-12-29-0000-01040-0021). The project site is located at 5862 North Ocean Shore Boulevard (Parcel ID: 40-10-31-3150-00000-0180), Palm Coast, Florida 32137, in Section 40, Township 10 South, Range 31 East, at latitude 29 36' 55.3638" North and longitude 81 12' 15.3883" West in Flagler County.(Exhibit 2) All activities shall be implemented as set forth in the plans, specifications and performance criteria as approved by the permits in Exhibits 1 and 2. It is the responsibility of the Contractor to read Exhibits 1 and 2. Any deviation from the permitted activity and the conditions for undertaking that activity shall constitute a violation of these permits. HOURS OF WORK - Contractor shall give a two week notice prior to commencing work. Construction shall be performed between the hours of 7:00 a.m. and 6:00 p.m., (7) seven days a week, unless otherwise agreed upon by the County. CLEAN UP - Upon completion of the project, the Contractor shall restore any/all public and private property which was damaged during construction. Restoration is meant to include damage to the edge of pavement, sidewalks, driveways, landscaped areas, etc. Contractor shall make repairs consistent with or better than what existed prior to installation. This shall be understood to include the use of sod to replace (if necessary) existing grass that has been damaged. If sod is used it shall match the sod present on the affected property. Contractor shall make all repairs and restorations at his expense. DAMAGE - Any damage to driveways, irrigation systems, sidewalks, pavement, or landscaping will be evaluated by the County's representative and the Contractor. If the Contractor is found to be at fault, all repairs, restitution, or reimbursements to the County must be completed within one week of discovery.
