This solicitation is for the creation of a Comprehensive Performance and Strategic Evaluation of the State Road 100 Community Redevelopment Area (CRA). All responses must be submitted electronically through the specified portal by the required deadline. No other methods of submission will be allowed or considered. Bidders must direct all questions concerning the intent, meaning, and interpretations of the solicitation documents in writing through the portal within the specified timeframe. Bidders are instructed not to contact any Palm Coast staff, City Council members, or the City Manager regarding this solicitation before it is formally presented and voted on by the City Council; doing so will be grounds for rejection. Addenda, if required, will be posted on the portal, and all addenda must be signed, dated, and returned with the bid/proposal. It is recommended that bidders check the portal for updates before the submission deadlines. The City reserves the right to reject all submittals, waive formalities, solicit new bids, or abandon the project.
