The proposal must be plainly marked with the name and address of the contractor and shall bear the words "Proposal for UV CIPP Wastewater Pipe Lining" or "Proposal for Manhole Rehabilitation and Coating" depending on which of the two proposals is being submitted. If a contractor is proposing on both processes, they may submit one proposal to cover both. Midvalley Sewer District (MSD, or District) is accepting proposals from qualified contractors to perform on-call ultra-violet cured-in-place pipe (UV-CIPP) lining as well as contractors to perform manhole rehabilitation via the application of 100% solids epoxy coating. MSD will evaluate and rank up to 3 qualifying contractors for each process from the submitted proposals. Up to three contractors receiving the highest scores for each process from the proposals will be invited to enter an agreement with the District to perform on-call wastewater work for rehabilitating manholes and/or CIPP lining of main trunklines and collector lines as selected by the District. It is the intent of MSD to retain up to three contractors for each of the processes (1. CIPP lining, and 2. manhole coating), however, if services for both processes can satisfactorily be provided by one contractor, that contractor may be included on both lists. The on-call wastewater work will be provided at unit prices provided by the Contractor in the Proposal. The agreement will be for one year with the option to renew the agreement with updated and negotiated prices at the end of each year for an additional four years, totaling five years.
