Sealed bids are requested for furnishing all tools, materials, and labor and performing all necessary work for the construction of the following: Arterial Street S. Detroit Ave. E. Archer St. to E. 13th St., Project No. 144017-AO & 144019 Phase 6B. Drawings, specifications, and contract documents are available for a non-refundable fee. Contractors must comply with all laws regarding non-discrimination in employment, commit to a ten percent Small Business Enterprise utilization goal, and employ at least fifty percent bona fide residents of the City of Tulsa and/or its MSA in each employment classification. Bidders, their subcontractors, and lower-tier subcontractors are required to hire only citizens of the United States. Bidders may exclude appropriate sales taxes. Instructions to bidders include: Attendance at a mandatory pre-bid conference is required. Bidders must submit a certified or cashier's check or surety bond for 5% of the bid amount. Successful bidders must provide public liability and workmen's compensation insurance and furnish performance, statutory, and maintenance bonds for 100% of the contract price. The project is subject to a local preference law as defined in Oklahoma Statutes, Title 61, Section 103. Pre-qualification requirements: Bids will only be accepted from holders of valid pre-qualification certificates from the City of Tulsa in classification A or C. Bids will not be received from contractors who did not attend the mandatory pre-bid conference.
