Site work for a water / sewer project in Tulsa, Oklahoma. Completed plans call for site work for a water / sewer project.

Furnishing all tools, materials and labor and performing the work necessary to be done in the construction of Project No. SW-2025-21 Arkansas River West Bank Stabilization ARP-23-0012-DPG. Funding for this project is provided through the American Rescue Plan Act (ARPA) grant program. Compliance with Labor Standards Contract Provisions is mandatory. Compliance with the Davis Bacon Act is mandatory if the total project cost exceeds $10,000,000. Contract requirements include compliance as required by law pertaining to non-discrimination in employment, the President's Executive Order No. 11246, and the Environmental Protection Agency's Disadvantaged Business Enterprise Requirements. System for Award Management (SAM) registration is required for all applicants and awardees to receive ARPA funds. Bidders, their subcontractors and lower-tier subcontractors must hire only citizens of the United States. The City of Tulsa and its direct vendors are exempt from the payment of any sales or use taxes. A Certified or Cashier's Check or Bidder's Surety Bond in the sum of 5% of the bid amount is required. The successful bidder will be required to furnish public liability and workmen's compensation insurance, and provide Performance, Statutory, and Maintenance bonds for one hundred percent of the contract price. Bidding is subject to local preference law as defined in Oklahoma Statutes, Title 61, Section 103. If local preference is applicable, the local bidder must agree to perform the work at the lowest bid price. Pre-qualification requirements: Bids will not be received from contractors who did not attend the Mandatory Pre-Bid Conference. Bids will be accepted only from holders of valid pre-qualification certificates from the City of Tulsa in one or more of the following classifications: A or D. If any bidder who contemplates submitting a bid is in doubt as to the true meaning of any part of the drawing, specifications, or other proposed contract documents, bidder may submit to Contract Administration and the Engineer a written request for interpretation thereof. The person submitting the request shall be responsible for its prompt delivery. Interpretation of the proposed contract documents will be made only by addendum. The addendum will be posted on the City of Tulsa website and emailed to all the pre-bid attendees. The City will not be responsible for any other explanations or interpretations of the proposed contract documents.
