Renovation of a recreation facility in Tulsa, Oklahoma. Completed plans call for the renovation of a recreation facility.
Tulsa County Public Facilities Authority (TCPFA), doing business as Expo Square, is soliciting proposals for the design and installation of a replacement door, garage door, gate, and elevator Access Control System. The Tulsa County Public Facilities Authority reserves the right to reject any and all proposals and waive informalities or minor irregularities in any proposal. RFP Questions All questions regarding this RFP must be directed, in writing, to the email below. Copies of all questions and responses will be sent to all registered vendors. Jessica Booth TCPFA Purchasing Agent Jessica@exposquare.com Deadline for submitting questions is January 21, by 5:00 p.m. The successful vendor shall be responsible for providing a turnkey solution as follows: Provide, design, and install a complete and functional Access Control System for Expo Square. Demonstrate cybersecurity standards: o Encryption o compliance with ISO/NIST. Provide 2-factor authentication for high-value access locations. Provide access options to include: o Cards o Fobs o Mobile App Integration o Biometrics Proposal to include updating existing components or replacing all access control system components and cabling where necessary. Provide on premise administration of access control for Expo Square and cloud-based control for remote locations that integrate into one system. Provide a solution for redundancy and failover capabilities. o Options to maintenance failover equipment to include: Options for live, redundant systems failovers. Spare parts inventory that is maintained on-site at Expo Square. Spare parts inventory that is maintained by vendor and paid for as needed. The system must be scalable to accommodate up to five hundred access control locations in the future. The proposed system will operate on the existing network. (See attached map to reference locations of current access locations.) Control of the proposed system must be available across the network and easy to use.A structured plan of implementation must be provided to include: Design diagrams of proposed system to install. Documentation and manuals for all hardware, software, and cabling to be installed. Cut-over plan to move existing users into the new system. Implementation plan to include a proposed cut-over schedule and the vendor's solution on how to handle access during the conversion time. o Administration of moves, additions and changes will require the following at a minimum: Creation of roles or groups to control broad areas of access. Capability to assign individual doors when necessary. Ability to set access schedules for users. Ability to schedule a physical door open and closed. (With exceptions for holidays.) Ability to set 2-factor access on high security doors. Ability for administrator to remotely open a door if necessary. o Administration of Auditing will require the following: Database of all door activity (all time) Ability to generate reports for individual doors or users. Ability to live monitor door access. Ability to generate reports based on users, doors, groups, and other relevant information.
