Furnishing all tools, materials, and labor and performing the work necessary to be done in the construction of non-arterial street maintenance and water line replacement at various locations in Maintenance Zone 7054. Attendance at the pre-bid conference is mandatory. Bids will not be received from contractors who did not attend the pre-bid conference. Contract requirements include compliance with non-discrimination in employment, an overall aspirational Small Business Enterprise utilization goal of ten percent, and a commitment to employ at least fifty percent bona fide residents of the City of Tulsa and/or MSA in each employment classification. Bidders, their subcontractors, and lower-tier subcontractors are required to hire only citizens of the United States. The City of Tulsa is exempt from payment of sales or use taxes for this project. A certified or cashier's check or bidder's surety bond in the sum of 5% of the amount of the bid will be required. The successful bidder will furnish public liability and workmen's compensation insurance; performance, statutory, and maintenance bonds for 100% of the contract price. The bidding is subject to a local preference law as defined in Oklahoma Statutes, Title 61, Section 103. If conditions are met, a local bid within 5% of the lowest bid may be selected if the lowest bid is non-local, provided the local bidder agrees to do the work at the lowest bid price. Pre-qualification requirements: Bidders must hold valid pre-qualification certificates from the City of Tulsa in one or more of the following classifications: A or C. Attendance at the mandatory pre-bid conference is required for eligibility to submit a bid.
