The City of Plattsburgh seeks qualification-based proposals from New York State licensed professional engineering firms or teams for engineering tasks associated with Drinking Water WIIA Systems Improvements. The work involves water system upgrades, reliable source capacity, raw water transmission upgrades, and Water Filtration Plant improvements. The initial task includes extension of a new raw water main from near Rand Hill Road & Route 374 to the West Plattsburgh Cross Connection on Rand Hill Road south of Route 3. The scope of work includes complete permitting, design, bidding, and construction administration for extending the 16-inch raw water main; obtaining utility information; updating survey data to include underground utilities; determining pipeline alignment; installing geotechnical borings for trenchless crossings; permitting (including SHPO, Clinton County DOT & NYSDOT); funding assistance; development of an engineer’s opinion of probable cost; submission of final plans for approval; bidding services assistance; and construction administration. Bidders must provide a statement of qualifications outlining relevant experience, team organization, licensing, and a list of similar completed projects. General requirements include specified insurance coverage and NYS DOL Prevailing Wage compliance.
