2026 Mill and Overlay Bid Upper Dublin Township Upper Dublin Township will receive sealed bids for the 2026 milling and paving program which involves the milling of approximately 30,000 SY of full-width roadway to various depths and the paving of approximately 3,000 tons in said roadway with 9.5mm wearing course. Specific notice is hereby given that the state "Prevailing Minimum Wage" determinations are in effect for this project. A certified check or bid bond for the amount of 10% of the total bid shall be required. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania. Any questions concerning the bid may be directed to Joseph J. Fielder, Public Works Director, at jfielder@upperdublin.net. Scope of Work: a) Full-width road milling to variable depths (1-1/2" minimum), in order to provide the specified post-paving average curb reveal (minimum 3 1/2" - 8", dependent on the street & cross-slope (2% minimum and 3% maximum), of streets to be subsequently overlaid. b) The construction of a 1-1/2" compacted depth, Superpave Asphalt Mixture Design, 9.5 mm, PG 64-22, 15% RAP Maximum, Wearing Course Overlay [0.0 to 0.3 million ESALs, SRL 'H', 1-1/2" depth] on a prepared surface. c) The contractor will conduct milling and paving operations in strict compliance with the parameters in paragraph a) above for finished paving thickness and roadway cross slope. No additional payment will be made for additional material tonnage laid by the contractor for his convenience. The contractor will raise any concerns over inability to meet the established parameters prior to beginning work on any street and document concerns (if any) daily with the project inspector. Any additional material required shall be approved by the Township Inspector prior to being put down. All work to be done in accordance with PennDOT Form 408, except as modified by the following specifications. The Public Works Department has net mandated a Pre-Bid Meeting for the 2026 Mill & Overlay Project. But a Pre-Construction Meeting will be held with the awarded contractor at a later date.
