The Glen Carbon Village Board of Trustees on March 10 will consider awarding a bid for the construction of a new water treatment plant. The trustees meet at 7 p.m. at Village Hall, 151 N. Main St. Six construction firms submitted bids for the project, which were opened Feb. 23, according to a letter from WHKS & Co., an engineering, planning and land-surveying company. The lowest bid for the work was $16,449,000, submitted by Korte & Luitjohan Contractors Inc. of Highland. The bid is contingent on approval from the Illinois Environmental Protection Agency. The estimated cost for the contract was $19,327,000, according to the letter. The plant would allow Glen Carbon to produce its own drinking water instead of purchasing it from outside providers. Village officials have discussed construction of a water treatment plant for several years. Village officials announced in late December that they were accepting bids for the water treatment plant. Officials said last summer the village had been denied a $27 million loan from the Illinois EPA. After that announcement, Glen Carbon officials explored whether to issue bonds to help pay for the project. Village Administrator Jamie Bowden said in August that the application was denied because Glen Carbon did not score enough points to secure the money. The village received authority in August to borrow up to $27 million for the project through an ordinance that allowed residents to petition for a referendum. The anticipated location is on seven acres along Illinois 157 near an Ameren building. Public Works Director Scott Slemer said the treatment plant would produce up to 3 million gallons of water per day. The village purchased water from Edwardsville from 1997 until 2021, when it switched suppliers to Illinois American Water. Also on the agenda Trustees will also consider several other items during the March 10 meeting, including: A resolution to approve the 2026 zoning map, which state law requires municipalities to publish after zoning district changes. Resolutions authorizing the purchase of public works equipment, including a salt box, mini excavator and skid steer. A resolution authorizing the auction of surplus property, including a 2014 Ford Explorer. ------------------------- Construction of three potable water supply wells (No. 7, No. 8 and No. 9) ranging in depths of 104 ft to 108 ft; a new 3.0 MGD water treatment plant (WTP) with a 3-acre solar array; and approximately 60 LF of 6-inch water main, 500 LF of 8-inch water main, 9,300 LF of 14-inch water main, 2,000 LF of 4" forcemain, 260 LF of dry jack and bore with 24" casing piping, and 162 LF of 4" chemical feed conduit. The WTP building is approximately 9,239 SF total and consists of 2,466 SF of office area 6,773 SF of process area housing three horizontal pressure filters, four vertical ion exchange softeners, and chlorination, phosphate and fluoride chemical feed systems, along with a solar array field consisting of 28 total arrays, each 15 ft. x 45 ft.
