In an effort ensure the quality of its infrastructure, the City of Raleigh - Raleigh Water wishes to engage in a simultaneous prequalification process for a sanitary sewer improvement construction project, which is described below. Mine Creek Sanitary Sewer Improvements - General Contractor The Project consists generally of the following major items: Installation of approximately 15,500 LF of replacement 24-inch, 30-inch, 36-inch, and 42-inch gravity sewer and associated replacement concrete and polymer concrete manholes Installation of approximately 13,000 LF of CIPP structural liner in existing of 24-inch, 30-inch, 36-inch gravity sewer and epoxy lining of associated existing manholes Abandonment of the existing 24-inch gravity sewer through Shelley Lake Dam Installation of two pre-cast junction structures to maintain adequate flow splits in the Mine Creek sanitary sewer system Installation of approximately 1,720 LF of stream stabilization measures Removal and replacement of an existing greenway bridge and miscellaneous greenway improvements Mine Creek Sanitary Sewer Improvements - Microtunnel Subcontractor The Microtunnel Work consists generally of the following major items: Excavation of launch pit and receiving pits Microtunnel Excavation with 72-inch diameter or greater Steel Casing Pipe through the Shelley Lake Auxiliary Spillway Installation of 36-inch diameter FRP SN46 sanitary sewer carrier pipe Placement of Low Density Cellular Concrete between carrier pipe and steel casing The total estimated cost of construction is between $43.3 million and $55.3 million. The estimated cost of construction of the microtunneling scope that is a part of the overall project (included in the total estimated cost above) is between $11.4 million and $14.6 million. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This project is expected to advertise for construction in the Spring of 2026 and the construction contract period to substantial completion is expected to be 730 calendar days. Prequalification evaluation criteria are included in the Application for Prequalification of Bidders. The Applicant must provide a copy of their North Carolina Contractor's License, or provide a statement indicating that they are able to acquire one before submitting a bid on a project. If a statement is required, the Applicant shall identify the states in which they are licensed for this type of work. All requests for interpretation of the RFQ and the associated application and attachments must be made in writing to Brown and Caldwell.
