Renovation of a municipal facility in Albany, Oregon. Completed plans call for the renovation of a one-story above grade municipal facility.
The City is requesting proposals from qualified firms to conduct a comprehensive review of the maintenance and repair needs of City-owned capital facilities in order to prepare a facilities condition assessment. The objective is to sign a contract with a firm that can provide services of the highest quality and best value to the City. Proposals must be submitted electronically and received by the specified deadline. Proposers are responsible for checking the City website for addenda, clarifications, and notifications. The City reserves the right to reject any proposal not in compliance with prescribed solicitation procedures and requirements, or to reject any or all proposals in whole or in part, at no cost to the City, if it is in the City's best interest. The City desires a professional services contract with a Consultant who can provide the highest quality of service for the best value to the City. The Consultant shall conduct a comprehensive review of the maintenance and repair (M&R) needs of City-owned capital facilities to prepare a facilities condition assessment. The project will establish a list of M&R priorities and incorporate the list into a short-term and long-term schedule. Consultant shall establish meaningful baseline data through a detailed, structural investigative process. The selected Consultant will collaborate with City leadership, staff, and stakeholders throughout the project. The objective of requesting proposals is to provide the highest quality of services at the best value for the City. The following are provided in the Appendices: Appendix B - Facilities List and Appendix C -Facility Location Map. The City is committed to undertaking a strategic process that will actively engage our departments with the selected Consultant to review and assess the conditions of the existing facilities, which may include auxiliary buildings, to determine the need and cost for capital asset repairs. Each facility shall be included in a future repair and sustainability plan with an estimated delivery cost for the recommended repair services and timeline. The selected Consultant will be expected to: Scope of Services o Conduct a comprehensive review of existing City facilities and auxiliary buildings (shelters and restrooms), including site visits and document analysis (e.g., work orders, past assessments, and maintenance logs). o Perform a facilities condition assessment to identify current deficiencies, deferred maintenance, and system life expectancy. o Develop a predictive maintenance model which can be maintained by staff with short-term (one - five years) and long-term (six - 20 years) maintenance and capital replacement needs. o Estimate costs and create a prioritization framework for addressing identified needs. o Analyze current staffing levels, workload distribution, and contracted services for the facilities management function and provide a comparison to peer organizations. o Recommend an optimal service delivery model (e.g., in-house staff, contracted services, hybrid) Provide strategic recommendations on resourcing, capital planning, staffing structure, and potential operational improvements. o Deliver a final report and presentation summarizing all findings, models, and recommendations. Building Assessment The types of building systems to be assessed may vary with each facility and should include but not be limited to the following. o Foundation o Basement o Roofing: construction, coverings, openings o Floor construction o Exterior enclosure: exterior walls, windows, doors o Interior construction: partitions, interior doors, fittings o Stair construction and finishes o Interior finishes: wall, floor, ceiling finishes o Elevators, escalators, and other conveying systems o Plumbing: fixtures, domestic water distribution, sanitary waste, rainwater damage o HVAC: energy supply, heat/cooling generating systems, distribution systems, terminal and package units, controls and instrumentation, systems testing and balancing o Fire protection: sprinklers, standpipes, fire protection specialties o Electrical: electrical service and distribution, lighting and branch wiring, communications and security o Equipment: commercial, institutional o Furnishings: fixed and movable o Site improvements: roadways, parking lots, pedestrian paving, site development, landscaping o Mechanical utilities: water supply, sanitary sewer, storm sewer, heating/cooling distribution, fuel distribution o Electrical utilities: electrical distribution, site lighting, site communications and security o Renovations, additions, and portables o Security o Shelters and restrooms o ADA compliance o Technology o Harmful substances o Indoor air quality
