All qualified firms interested in providing as-needed weed abatement, vegetation management, dead and dying tree removal, and refuse abatement services are invited to submit a Statement of Qualifications to City of Yreka Community Development Department in response to this Request for Qualifications (RFQ). The Code Enforcement Department, a division of Community Development, is responsible for ensuring properties are maintained to prevent noxious weed spread, maintain CalFire and City vegetation management requirements, and ensure healthy habitats throughout the City. Contracts for these services are critical to meeting both legal requirements and the community's expected level of service. Contracts obtained via this RFQ will provide the Department with additional resources to perform as-needed weed abatement, vegetation management, dead and dying tree removal, and refuse abatement services to supplement current municipal forces. The Code Enforcement Department works in collaboration with the City of Yreka Fire Department to manage wildfire hazards throughout the community. The purpose of this RFQ is to pre-select a qualified bench of vendors for as-needed services. This RFQ is the first phase of a two-phase procurement process. The second phase involves the bid and award of individual as-needed projects and issuance of notices to proceed (NTP) on those projects. Each firm that is pre-qualified under this RFQ will be awarded a pre-qualified contract for a term of three (3) years with the option to extend for two (2) additional one-year terms at the sole discretion of the City of Yreka. All pre-qualified contractors receiving an award of contract will compete for projects issued by the Code Enforcement Department on an as-needed basis. All Respondents must meet the following minimum license and certification requirements: 1. Must possess a valid California Contractor's License (specify classification, e.g., C-27 Landscaping Contractor or equivalent) in good standing for the last five (5) years. 2. Must possess appropriate licenses for tree removal operations, including ISA Certified Arborist certification (or equivalent state certification) for projects involving tree assessment and removal. 3. Must possess applicable pesticide applicator licenses if proposing to provide herbicide application services. 4. Must maintain all required business licenses, permits, and certifications throughout the contract term. The City of Yreka reserves the right to: o Reject any or all Responses o Waive informalities and irregularities in Responses o Request additional information from any or all Respondents o Conduct interviews or request presentations from Respondents o Award contracts to multiple Respondents o Add additional contractors during the contract term o Cancel or modify this RFQ at any time
