Renovation of a mixed-use development in Garland, Texas. Completed plans call for the renovation of a medical facility.
In accordance with 38 U.S.C. 8127 (Public Law 109-461), this project is a competitive Service-Disabled Veteran-Owned Small Business set-aside. The contractor shall completely prepare the site for building operations, including demolition and removal of existing structures, and shall furnish all labor, materials, equipment, and supervision required to perform new construction for the Veterans Affairs Garland Elevator project in strict accordance with the specifications, drawings, and supporting attachments included in the solicitation package. All construction work shall be completed no later than 512 calendar days after issuance of the notice to proceed. The contractor shall also provide Guarantee Period Services for all elevators for a period of one year following completion and acceptance of each elevator by the Contracting Officer, as detailed in the Special Notice for Guarantee Period Services. The total period of performance includes both the construction phase and the guarantee period services, for a combined duration of 877 calendar days. Certification and Accreditation requirements do not apply, and a Security Accreditation Package is not required. The Contractor shall begin performance within 10 calendar days and complete it within 877 calendar days Location: VA North Texas Health Care System, Garland VA Medical Center, 2300 Marie Curie Boulevard, Garland, TX 75042-5706. Questions of a technical nature or questions related to the procurement must be submitted in writing by the prospective offeror via email to Kara.Evert@va.gov and Donald.Marsh2@va.gov. The subject line must read: Garland Elevators - Questions. Questions submitted by any other method will not be answered. The cutoff date and time for receipt of questions is May 5, 2026, at 1:00 PM ET. Formal responses to questions received before the cutoff will be provided via amendment to the solicitation on SAM.gov *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
