The scope of work includes the supply of water distribution pipe and fittings. All bidders must be able to submit a sworn statement demonstrating that they are a responsible contractor as defined by Minnesota Statutes 16C.285. Each bidder must furnish a bid bond, cash, or certified check from a reputable bank payable to Moorhead Public Service for at least ten percent of the amount of the bid, which shall be forfeited as liquidated damages if the successful bidder fails to enter into the contract. Bidders must not withdraw their bids for at least thirty days after the bid closing, except with the consent of the Moorhead Public Service Commission. Moorhead Public Service reserves the right to reject any and all bids and to waive informalities.
