Notice ID - 528-26-1-8386-0003 528A8-22-851 The project involves construction services to install a dedicated IT network for the HVAC control systems at the Albany Stratton Veterans Administration Medical Center. The network will support both existing and new controllers and provide a robust backbone for future expansion of direct digital controls (DDC). The primary protocol is BACnet over IP using a TCP/IP backbone. All work must comply with approved drawings and specifications dated September 31, 2024, and September 13, 2024, including the design narrative and appendices, as well as any approved revisions. Contractors must adhere to specification section 013200, Construction Documentation, and use Autodesk Build as the construction management platform. Approved submittals listed in the submittal register are required prior to mobilization. The Albany VAMC consists of a main building and multiple attached and detached structures totaling approximately 859,000 sq. ft. The existing building management system (BMS) network is unmanaged and supports two different DDC vendors, Automated Logic Corporation and Trane, with controllers spanning several generations. The new IT network will be independent of VA networks and maintain an airgap, though VA IT will review designs for compliance with certain standards. The contractor shall provide all labor, supervision, and materials necessary, maintain existing conditions not part of the project, and repair or replace any damaged work at no cost to the government. Verification of existing site conditions and infrastructure is required before construction begins. Discrepancies between drawings, specifications, and manufacturer recommendations must be reported to the Contracting Officer. All tasks noted as install, replace, provide, or new require full materials and labor to complete. The work must be substantially complete within 280 calendar days after notice to proceed. Contractors must notify the Contracting Officer's Representative at least 72 hours before demolition, utility shutdowns, large deliveries, or any event impacting facility operations. Weekly progress meetings are required, with updated submittal schedules provided. All work must meet industry best practices and be performed by experienced laborers. Contractors must pass yearly training and obtain badges before working on site. The Contracting Officer's Representative will govern all work and require immediate correction of any deficiencies at no additional cost to the government.
