The Bidding for and award of the contracts for the following projects are to be in accordance with the requirements of Mass General. There Are No New Design-Bid-Build Projects Being Advertised This Week. All prospective Bidders must complete and e-mail an electronic copy of "Request Proposal Form (R109)" to the online Director of Prequalification for approval: prequal.r109@dot.state.ma.us. The blank "Request Proposal Form (R109)" can be obtained at online. An award will not be made to a Contractor who is not pre-qualified by the Department prior to the opening of proposals. online , in compliance with Title 49 Code of Federal Regulations Part 21 (Non discrimination in Federally-assisted Programs of the Department of Transportation - Effectuation of Title VI of Civil Rights Act of 1964) hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award. The Bidding for and Award of the Contract for the following Project is to be in accordance with The Best Value Design-Build Procurement process which shall be used for the Project as authorized under MGL c 149A ss 14 et seq. The Massachusetts Department of Transportation (online) is soliciting Letters of Interest from parties interested in the Request for Qualifications (RFQ) package for the Design-Build Project consisting of the completion of the design and construction for: NORWELL-PEMBROKE-MARSHFIELD: Bridge Replacement N-24-004=P-05-008 Route 3 (NB & SB) over North River Design-Build (607349). The Project is located in online District 5 (Plymouth County) and the limits of the Project begin on Route 3 north of the Route 139 interchange and extend northerly over the North River to a terminus at approximately mile mark 28.2. The Project scope includes all aspects of design, demolition and construction of the northbound and southbound bridges along Route 3 over the North River, compliance with all environmental permits to be secured and/or amended by final design, public outreach, and any coordination with abutting or interested parties. The purpose of this Project is to replace the northbound and southbound structurally deficient bridges along Route 3 over the North River and to provide associated roadway improvements through the towns of Norwell, Pembroke, and Marshfield. The proposed bridges will provide a minimum 100-year design-life while minimizing impacts to the environment, right of way, and the traveling public. The scope of work includes, but is not limited to, the design and construction of the Route 3Northbound and Southbound bridges over the North River and the associated approaches. The proposed southbound bridge will be located in the existing median. The proposed northbound bridge will be in the same location as the existing northbound bridge. The Project also includes stormwater drainage system improvements and expansion and wetlands relocation and restoration. Other project elements include Survey, Geotechnical design, Traffic Management, Pavement Marking and Signage, Landscaping, Environmental Permitting and Compliance, Public Outreach and Coordination and Hazardous Materials Assessment & Remediation. The Project includes full depth reconstruction of the new bridge approaches as well as variable depth mill and overlay at the tie-in points to the existing travel lanes. The southbound roadway will be realigned to the existing center median to match into the new bridge. The northbound roadway will remain in its existing alignment. Project also includes pavement milling and overlay, wetland restoration and landscape improvements. Structural The Project includes, but is not limited to, the design and construction of the replacement of the two existing 3 span bridges over the North River with twin single span structures. The proposed twin single span bridges bridge will carry two travel lanes with increased shoulder widths. Traffic To maintain traffic, multiple traffic shifts for phase construction of the bridges will be required along Route 3 northbound/southbound to complete bridge construction. Two lanes of traffic on Route 3 in each direction shall remain in service during construction. No lane closures are anticipated for the proposed construction staging. Stormwater Management The Project includes upgrades to the drainage system including the design and construction of grass infiltration swale, new drain manholes, catch basins and associated piping. Environmental The existing bridge demolition will be performed subject to environmental restrictions to minimize impacts to Essential Fish Habitat. Existing wetlands within the median of Route 3 that are disturbed by the construction are to be replicated as required by the environmental permits. The Project involves construction within and adjacent to state and federal wetland resource areas. The Project includes specific construction methods, wetland resource area restoration, streambed restoration and wetland replication/mitigation, and monitoring in compliance with the environmental permits. The Project also includes the development and implementation of an invasive species management plan, site restoration and planting of surroundings impacted by the construction. Prequalification All Design-Builders must have a Major Participant that is prequalified by the online Architects and Engineers Review Board in the areas of: o Complex Bridge Design and Rating o Complex Roadway Design. Proposers (and/or their key personnel) will be evaluated on the following criteria: o Similar type work experience for Bridge and Highway reconstruction, including work over major tidal waterways. o Joint experience of the DB team members working together. o Design-Build experience of the DB team members. o Quality of performance on prior projects. o Experience of Key Personnel to be assigned to the Project. o Experience and success in managing accelerated work schedules with key milestones. o Financial Status. o Litigation and Performance/Termination History. o Safety Record. o Reference Information, including banks, previous clients, and sureties. o Volume of current work on online projects. o Prior experience in environmental permit compliance, and DEP coordination. o Prior experience in developing innovative project designs and construction methods of a type similar to this scope. o Prior experience with Accelerated Bridge Construction (ABC) o Prior experience with Public Outreach and Abutter engagement o Other factors that the Selection Committee determines. Proposers are required to prepare an SOQ; be prequalified by online Architects and Engineers Review Board; and be prequalified by the online Prequalification Committee. The Proposer must be able to produce evidence of 100% bonding capacity. Time Period for Completed Project: online will require that all construction must be completed within 1,200 calendar days of Notice to Proceed. Complete instructions for the submission of qualifications are set forth in the RFQ. The Statement of Qualifications (SOQ) will be due on or around Statements of Qualifications will NOT be accepted from any party not submitting a Letter of Interest by the stated date.
