City of Anaheim Department of Public Utilities, in partnership with the Department of Public Works (hereinafter referred to as "City"), is soliciting Statements of Qualifications (RFSQ) from Design-Build Entities (DBE) to design and construct the Design-Build Santa Ana Canyon Road Water Main Extension project to serve the community of Anaheim. The issuance of this RFSQ with the Prequalification Questionnaire is the first step in the process. City will score and rank all submittals. The DBEs with the three (3) highest scores will be eligible to advance to the second step in the process (the issuance of a Design-Build Request for Proposal). Question Deadline 01/13/2026 at 4:00 PM PT Written questions regarding this RFSQ shall be submitted by the due date noted in the schedule. Questions may then be responded to by written amendment to this document. Oral statements or instructions will not constitute an amendment to the RFSQ. The project's estimate for both design and construction is approximately $8,000,000 to $9,000,000 and includes all project costs. Construction is scheduled to be completed by August of 2028. Respondents are invited to review the information and to submit their Statement of Qualifications (SOQ) in accordance with the criteria established in this RFSQ. Background The Project will include all study, design, engineering, permits, grading, construction, materials, labor, special observation, inspection, testing, verification, procurement, and installation of all required equipment. The DBE is responsible for preparing and applying for all required permit packages and modifying the packages per the permit reviewing comments, including federal, state, and local governance, as well as coordination with all utilities and other regulatory agencies, start-up, and commissioning required for occupancy and operations.
