The project is for the reconstruction of 131st Street from Pulaski Road to Kedzie Avenue, including widening of the roadway, improvements such as storm sewer, a multi-use path, traffic signals, street lighting, and related work. The scope involves professional engineering services for Phase III – Construction Engineering. Submissions should detail firm experience and qualifications, project understanding and approach, past performance, project schedule, and resumes of key personnel. Firms should be IDOT pre-qualified. Statements of Qualifications (SOQ) must be succinct, address the specified criteria, and avoid generic brochure material. SOQs will be evaluated on firm experience, team and subconsultant qualifications, key personnel expertise and past performance, technical approach, and local presence. Certifications are required that there are no conflicts of interest or debarment issues. The three highest-ranked firms will be selected based on these criteria, and contract negotiations will follow with the top-ranked firm.
