The programmed construction budget for this improvement is $11,100,000. Statements of Qualifications (SOQ) must be succinct, without generic brochure materials, and address: 1. Firm Experience and Qualifications, including background, expertise, and subconsultant details. 2. Project Understanding and Approach, demonstrating familiarity with similar projects and funding sources, and describing key elements. 3. Past Performance, detailing similar completed projects with client references from the last ten years. 4. Project Schedule, outlining a timeline to meet project milestones and the completion date. 5. Resumes of key personnel, limited to two pages each. Evaluation criteria include Firm Experience (25%), Team’s Experience and Qualifications (20%), Key Personnel Expertise/Past Performance (20%), Technical Approach (25%), and Local Presence (10%). SOQs must also include statements certifying no conflicts of interest, no interest in real property to be acquired, and no suspension or debarment actions as specified in State of Illinois regulations. The Village will evaluate and rank submittals based on these criteria and negotiate the scope of services and contract fee with the highest-ranked qualified firm.
