From qualified contractors to perform fire hydrant flow testing in accordance with NFPA 25, 2023 Edition, specifically: NFPA 25 (2023) 7.3.2 Hydrants shall be tested annually to ensure proper functioning. NFPA 25 (2023) 7.3.2.1 Each hydrant shall be opened fully and water flowed until all foreign material has cleared. NFPA 25 (2023) 7.3.2.2 Flow shall be maintained for not less than 1 min. The City has 222 public fire hydrants to be tested. Contractor shall provide a per-hydrant price for additional hydrants beyond the initial 222. Scope of Work The Contractor shall: Flow each hydrant to obtain: Static pressure (PSI) Gallons per minute (GPM), calculated using standard flow testing procedures 2. Conduct flow tests only. No tagging, color coding, lubrication, adjustments, or maintenance work is required or authorized. Hydrants shall be returned to the position found. 3. Document any deficiencies, including: Inoperable hydrants No water flow Mechanically stuck or non-opening hydrants Visible leaks or structural concerns 4. Provide a final report showing: Hydrant ID or location Static PSI Calculated GPM Noted deficiencies Date of test The City of Purvis will notify all residents, businesses, and stakeholders of testing activities and dates. The City will provide hydrant location list, if available. The City has no maximum limit on hydrants that may be out of service during testing. Contractor must utilize calibrated gauges and pitot equipment suitable for NFPA 25-compliant testing. Insurance Requirements Contractor shall provide proof of: General Liability Insurance Workers Compensation Insurance Automobile Liability Insurance Must obtain a Business License and Privilege Tax License with the City of Purvis. To avoid post-award price increases and ensure transparency, all bidders must incorporate all potential downtime costs into their per-hydrant or lump-sum price, including but not limited to: Waiting times Access delays Coordination delays Water department or scheduling delaysRepeat visits due to weather or hydrant issues No change orders, additional charges, or downtime-related fees will be accepted after award of the contract. All delays and operational conditions must be anticipated and included in the submitted bid price. Required Pricing: 1. Lump Sum Price for 222 Hydrants 2. Unit Price Per Additional Hydrant Pricing must include all labor, equipment, transportation, travel time, downtime, and reporting. Testing must be completed within a timeframe designated by the City. Work shall be performed during normal operating hours unless otherwise approved. The City of Purvis reserves the right to: Reject any or all bids Accept the lowest and/or best qualified bid Waive informalities.
