Site work, paving and renovation of a mixed-use development in Rock Island, Illinois. Conceptual plans call for the renovation of a military facility.
Construct a microgrid system at Rock Island Arsenal (RIA) consisting of natural gas-fired Reciprocating Internal Combustion Engine generators with a total capacity of 14 megawatts, 3 megawatts of solar photovoltaic panels, and a 400-kilowatt/1.6-megawatt-hour energy storage system. The system will integrate with the existing 2.8-megawatt hydroelectric power plant and provide sustained power to the entire RIA electrical distribution system during utility grid outages when islanded. The project includes automated isolating switchgear, generator paralleling switchgear, and necessary controls to support 12 megawatts of critical load and 4 megawatts of non-critical load. The microgrid will operate autonomously and include a data link to the installation's monitoring and control system. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walkways, curbs, gutters, storm drainage, landscaping, signage, building information systems, fire detection, fire hydrants, and security protection and alarm systems. Sustainable principles and life-cycle cost-effective practices will be incorporated, and the design will comply with Army Sustainable Design and Development Policy, applicable laws, and Executive Orders. Location: Rock Island Arsenal, Rock Island, IL 61299 Design-Bid-Build construction of a microgrid system at Rock Island Arsenal (RIA), Rock Island, IL. The microgrid will include automated isolating switchgear, paralleling switchgear for generators, and advanced controls to support approximately 12 MW of critical load and 4 MW of non-critical load. It will operate as a stand-alone autonomous electrical power system with a data link connection to the installations monitoring and control system. Supporting facilities will include site development, utilities and connections, lighting, paving, parking, walkways, curbs, gutters, storm drainage, landscaping, and signage. The project will also incorporate building information systems, fire detection, hydrants, and security protection systems. Sustainable design principles and life-cycle cost-effective practices will be integrated in compliance with Army Sustainable Design and Development Policy and applicable laws and Executive Orders. Location: Rock Island Arsenal, Rock Island, IL 61299. Disclosure of the Magnitude of Construction Projects: The estimated price range is between $25,000,000 and $100,000,000. Please note that the Government expects this project to be on the upper end of that price range.
