performing base operations support services at Rock Island Arsenal, including repairing and maintaining existing buildings, structures, and real property; providing carpentry, plumbing, electrical, masonry, painting, flooring, roofing, signage, and other trades required for real property maintenance and repair. The requirement also includes continuous operation of the hydroelectric plant, including system inspections, maintaining water flow through trash racks, operating generating equipment, electrical switching, and operation of the supervisory control and data acquisition system. Additional services include operation and maintenance of the installation's bridges, including the Moline Bridge, Rock Island Viaduct, RIA Viaduct Pedestrian Bridge, and the Government Swing Span Bridge, as well as pest management services encompassing pest surveillance, identification, breeding site removal, pesticide application, and integration of environmentally sound pest management practices. All questions pertaining to this RFP shall be submitted no later than 12PM CST on Wednesday, March 18, 2026. The Government is not obligated to provide responses to all questions submitted by Offerors but will consider them and incorporate changes into the solicitation as deemed necessary. Government responses to questions will be posted on SAM for review by all Offerors. Therefore, questions/comments shall not be marked with a restrictive legend and shall not include proprietary information. It is preferred that only one set of questions be submitted by each Offeror instead of multiple sets of questions.
