Renovation of an educational facility in Carlyle, Illinois. Completed plans call for the renovation of a educational facility.

The contractor shall remove and replace the existing roof system. This includes removing the existing roof, any insulation, flashing, and associated materials down to the deck, and disposing of all waste materials in compliance with local and state regulations. The contractor must inspect the roof decking for damage after removal and provide an allowance for decking repair as a per square foot replacement. Damaged decking should be replaced with materials matching existing specifications or as otherwise approved by the owner. A new 60-mil TPO Black Roofing Membrane must be installed, along with 1" TPO-compatible insulation (or coverboard if required) to achieve proper substrate and warranty requirements. All necessary flashings, terminations, and accessories are to be installed per manufacturer specifications. The installation must meet or exceed manufacturer and industry standards for TPO roofing systems. Black Metal Parapet Caps are to be supplied and installed on all parapet walls, fabricated to ensure watertight fit, continuous coverage, and proper attachment, including all closures, fasteners, sealants, and anchoring components. New 6" Black Gutters are to be installed along designated roof edges with matching Black Downspouts appropriately sized for drainage requirements, with proper slope, fastening, and connection to drainage paths. A manufacturer's roof warranty (minimum 20 years) covering membrane and installation as applicable, and a contractor's workmanship warranty (minimum 2 years) are required. Any warranty less than 20 years should be fully explained. Contractors must carry a minimum of $2 million in comprehensive insurance coverage, provide proof of workers' compensation insurance, a Bidder's Bond in the amount of $100,000, proof of IL Commercial Roofing License, and proof of prevailing wage with invoice or payment requests. They must have documented experience installing TPO roofing systems, be approved or certified by the TPO membrane manufacturer (preferred), and provide at least three references from similar past projects. Proposals must include the total project cost with a detailed line-item breakdown, square foot allowance for decking repair, proposed project schedule and timeline, product data sheets for TPO membrane, insulation, metal parapet caps, and gutter materials. Guttering installation should be itemized as a separate line item. Include warranty documentation, company qualifications and references, and all proof of insurance, licensure, and bonding. Proposals will be evaluated on cost competitiveness, contractor experience, qualifications and responsibility, warranty terms, project schedule, and completeness and clarity of the proposal. A site visit may be scheduled prior to bid submission. Contractors are responsible for verifying all roof dimensions and site conditions.
