Services to be provided include residential and commercial solid waste collection and disposal. The Offeror shall be responsible for any additional disposal cost associated with the processing of garbage. The Offeror must provide the Town with a detailed methodology for the measurement of the amount and composition of solid waste generated by the Town, with these amounts reported to the Town monthly before the end of the following month. The Town will pay the Offeror monthly, based on a timely invoice with details regarding each household and business. The Town will invoice customers for solid waste and recycling collection. The Town will direct all calls regarding complaints and/or questions to the Offeror. The Offeror must provide a central point of contact person(s) to ensure coordination of each service and/or program, as well as individuals with the necessary expertise to troubleshoot the provided solution. Before submitting a proposal, each Offeror shall make all investigations and examinations necessary to ascertain all conditions and requirements affecting the full performance of the contract. Proposals must strictly comply with the Request for Proposal. All proposals are to be sealed and delivered before the stated deadline. Offerors must submit one designated original and exact copies of the proposal. Proposals will be opened publicly, but only names and proposed rates will be read aloud. The Town will first examine proposals for responsiveness, may shortlist potentially acceptable proposals, and may request presentations or negotiate for best and final offers. The Town reserves the right to withdraw the RFP, to accept or reject in whole or part any or all proposals, and to request clarifications or corrections. All proposals shall be valid for ninety days from the submission date and should provide a straightforward, concise description of the Vendor's approach and ability to meet the Town's needs.
