The objective is to engage a qualified Consultant to establish a technically sound and fundable preferred treatment solution near the Art Janse Pumping Station selected from nature-based, mechanical, or hybrid options identified in prior studies. The Consultant must complete prefeasibility, feasibility, and detailed design such that a base design achieves removal of 1 tonne per year of phosphorus within the available funding, with design allowance for future expansion to 2 tonnes per year. The tasks include: initiating and reviewing background, confirming project objectives, establishing governance, synthesizing prior studies, identifying data needs, and assessing risks; bringing treatment options to pre-feasibility (approximately 15% design), then feasibility (approximately 30% design), and then to detailed design (75-100% design); supporting land acquisition and approvals pathways; developing progressively refined cost estimates (Class 4, 3, and 2 per AACE 18R97) and preparing clear technical memoranda at key decision points. Project management and engagement activities, including supporting steering committee meetings and council presentations, are also required. All work must align with established milestones and the total funding available. Instructions to bidders require registration through the Town's electronic bidding system, completion and upload of all mandatory forms and pricing schedules, and independent proposal preparation. Pricing must be all-inclusive, provided in Canadian funds, and accompanied by a costed time-task matrix. Proposals should be clear and focused, with a suggested maximum length of 20 pages (excluding CVs), and address project understanding, methodology, team experience, schedule, and fee breakdown.
