**As of February 6, 2026, the project was awarded to Insulated Roofing Contractors but the awarded amount is not available.** The work includes roofing services at Bradie Shrum Elementary, Salem Middle School, and Salem High School, accommodating potential roof-mounted ballasted solar panel systems. The contractor is required to perform infrared scans of existing roofs, remove perimeter sheet metal and vertical flashings, install new wood blocking and prefinished sheet metal stops, remove and replace damaged roof materials, remove existing membranes, apply new polyurethane foam and silicone coatings, embed ceramic granules, and provide a 30-year manufacturer's warranty. Scarification and installation of coverboard, ISO board, PVC membranes, snow guards, drip edges, gutters, and downspouts are specified for certain areas. Contractors must document the process with photos, coordinate with solar panel installers, protect existing structures, and comply with all relevant codes, safety standards, and manufacturer's requirements. All labor must be performed by the contractor's own personnel, and no labor is to be subcontracted. Proposals must comply with public purchasing and contract statutes, and all debris must be legally disposed of with receipts available for audit. Bidders are required to hold all necessary licenses, certifications, and approvals, and secure all necessary permits. Proposals are to be submitted online and must be properly completed as indicated in the instructions to bidders. The owner reserves the right to accept or reject any bids, to hold proposals for up to 60 days, and to waive any informalities in the bidding process.
