The scope of work includes the roofing replacement at Junipero Serra Elementary School. All work must conform strictly to the Contract Documents as defined in the General Conditions. Bids must be made on the bid form included in the bid packet and submitted electronically via the Districts Secure Bids Vendor portal. Separate payment and performance bonds, each in an amount equal to 100% of the total contract amount, are required prior to execution of the contract. The Contractor and all subcontractors must comply with prevailing wage requirements as set by the Department of Industrial Relations, and payroll records are to be submitted electronically to the Labor Commissioner. A list of designated subcontractors as required by the Subletting and Subcontracting Fair Practices Act must be submitted with the bid. Requests for substitution of materials or equipment must be made at the time of bid. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in the bids. No phone or facsimile services will be available to bidders on site. Bids must be accompanied by a bidders security (cash, cashiers check, certified check, or bidders bond) in an amount not less than 10% of the maximum bid amount, as a guarantee that the bidder will enter into the contract and provide the required bonds and insurance certificates if awarded the contract. Bids may not be withdrawn for ninety (90) calendar days after the date set for opening bids. The contract duration is 60 days. Pre-qualification requirements: Each bidder must be prequalified in accordance with Public Contract Code section 20111.6 by submitting a Prequalification Application at least ten business days prior to the bid submission deadline and must be prequalified with the District for at least five business days prior to the bid deadline. Contractors can prequalify at QualityBidders.com. Bids will not be accepted if a contractor has not been prequalified where prequalification is required. Mechanical, electrical, or plumbing (MEP) subcontractors holding specific licenses (C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, or C-46) must also be prequalified. Each bidder must possess a valid and active Class C39 Roofing Contractor License at the time of bid and throughout the duration of the contract. Subcontractors must also be licensed for the necessary trades. Contractors and subcontractors must be registered and qualified to perform public work pursuant to Labor Code section 1725.5. Where applicable, bidders must meet Disabled Veteran Business Enterprise (DVBE) program requirements. Attendance at the mandatory Pre-Bid Conference is required to be considered a responsive bidder.
