The project generally consists of selective site demolition, removal, and proper disposal of structures and other features, including but not limited to buildings, foundations, water tanks, driveways, cesspools, electrical infrastructure, fencing/gates, swimming pools, water features, vehicles, and hazardous materials in accordance with the plans and specifications. The contractor shall be responsible for creating a construction access path suitable to complete the demolition work and for cooperatively coordinating, scheduling, and re-scheduling work to accommodate traffic, locate, and protect existing features, improvements, and utilities in the project area that are not specifically designated as abandoned, to be abandoned, or for removal therein. To be eligible to submit a bid, the bidder must possess a valid State of Hawai'i General Contractor's License. Bids must be submitted electronically via the Public Purchase System. Prospective bidders must also file their "intent to bid" no later than ten calendar days prior to the bid opening date. The original executed and notarized Standard Qualification Questionnaire for Offerors form must be received by the Administration Office, Department of Public Works, no less than forty-eight hours prior to the bid opening for evaluation and approval. All bidders must prequalify before responding to this bid by using the prequalification process on the Public Purchase website. The proposal must be downloaded, completed, signed, and uploaded with the bid submission. Attendance at the pre-bid conference and site visit is strongly encouraged but not required for bid submission, though those who do not attend do so at their own risk. Subcontractor listing requirements and other technical aspects will be addressed at the pre-bid conference. The Director of Public Works reserves the right to reject any or all bids and to waive any informalities or perceived defects in said bids for the best interest of the public. No bidder may withdraw their bid after the hour set for opening or before the award unless delayed over 180 consecutive calendar days.
