Sealed bids for job order contracts will be received for work located in Regions 1, 2, and 3 by Dormitory Authority – State of New York. Each bid must be clearly identified with the name and address of the bidder and the designated region and trade. All bids must be in the hands of DASNY and available to be read at the specified time to be considered. Bids will be publicly opened and read aloud, and results will be available on the DASNY website forty-eight hours after the bid opening. For those attending pre-bid meetings or bid openings in person, government-issued picture identification is required for building security. Individuals submitting bids in person or by private delivery services should allow time for security processing to meet the submission deadline. Public viewing of bid openings and pre-bid meetings is strongly encouraged via Zoom as an alternative to in-person attendance. Attending the Pre-Bid Meeting is strongly recommended due to the specialized nature of the JOC Program. A complete set of all contract documents is available on DASNY’s website. Contracts to be bid include various trades across the regions with specified estimated annual contract volumes and option periods. The contract term is a base period of one year from the issuance of a Notice of Contract Award, with three one-year option periods if mutually agreed. DASNY reserves the right to assign work to any contractor in any geographic area at its sole discretion. For specified regions, a Project Labor Agreement (PLA) is required. The successful low bidder must execute the PLA, and all subcontractors must agree to be bound by the PLA. PLA thresholds are specified for different areas and may be required on a per-project basis.
