The New York State Thruway Authority seeks to retain a qualified professional engineering firm to provide bridge load rating services for various structures. The assignment will focus on completion of Level 1 and/or Level 2 Load Rating for structures assigned during the term of the agreement. The scope of work includes: - Performing Level 1 and/or Level 2 load ratings in accordance with AASHTO LRFD and LRFR Bridge Evaluation Specifications and NYSDOT engineering procedures. - Reviewing as-built drawings, inspection reports, previous load rating reports, and other pertinent information, and performing field investigations as necessary. - Modeling any bridge requested using AASHTOWare Bridge Rating software or an approved alternative. - Analyzing composite steel girder sub-stringer systems, curved and straight spans, considering torsional effects and multimodal load demands. - Preparing and submitting Level 1 and Level 2 load rating reports in a format approved by the Authority. - Submitting final XML files to the Authority after load ratings are completed. - Certification of Level 1 load rating results by a NY State licensed Professional Engineer. Minimum requirements for bidders include demonstrated experience in Level 1 LRFD load rating of steel truss and girder structures, familiarity with curved and continuous span modeling, knowledge of relevant specifications and instructions, expertise in structural steel, a valid NYS PE license, and an established capacity for timely deliverables. Security requirements apply under 33 CFR §101.514, with confidential handling of sensitive project-related information. Instructions to bidders include submitting a Letter of Interest (LOI) no longer than three pages, using specified formatting, and ensuring all firms listed are registered to conduct business and (if applicable) to provide professional services in New York State. Additional required submittals are a one-page organizational chart, disclosure and compliance forms, certification regarding workplace gender-based violence policy, and an SF 330 Part 2 for each firm. MWBE and SDVOB participation goals must be met. Instructions for electronic and physical submittal are provided, along with guidance on forms and policy certifications required for compliance.
