The New York State Thruway Authority is seeking to retain a qualified firm to provide term services for testing of high strength fasteners for projects located on the Thruway on an as-needed basis. Assignments will include, but not be limited to, testing of high strength fasteners in accordance with the physical, mechanical and chemical requirements of the specifications and the requirements of Section 10 of the New York State Steel Construction Manual. Inspection and testing shall be performed, and acceptance of the results shall in accordance with the applicable governing ASTM specification. High-strength fastener testing must be performed by qualified laboratory technicians in a lab that is accredited to perform high strength testing per applicable ASTM standards. The laboratory must also have one of the following: 1) AASHTO Accreditation Program (AAP); 2) Construction Materials Engineering Council's (CMEC's) ISO 17025 accreditation program; 3) Laboratory Accreditation Bureau, L-A-B; 4) National Cooperation for Laboratory Accreditation (NACLA); or 5) A2LA Laboratory Accreditation. The lab equipment must include a load cell, jacking system, and safety devices, with calibration certificates provided every six months. Testing results will be required within four weeks of receiving the fasteners. Note: The following are the minimum inspection and testing requirements. Additional tests, such as tensile tests, may be requested. The lab must follow the methods of sampling, preparing test specimens, and testing in accordance with the applicable ASTM designations. The anticipated value of this agreement may be up to $2 million. The duration of this agreement is three (3) years and the Authority shall have the option, in its sole discretion, to extend this agreement for one (1) additional one (1) year terms, subject to available funding. Contract Term: Three (3) years, with an option for the Authority to extend for one (1) additional one (1) year term.
