The work consists of maintenance dredging of the New York and New Jersey Channels within the Seguine/Ward/Outerbridge Federal Navigation Project to a required depth of -35 feet Mean Lower Low Water (MLLW), plus a 2-foot allowable overdepth. Approximately 330,000 cubic yards of dredged material will be removed from selected critical shoals within the Seguine, Ward, and Outerbridge reaches and transported for placement at the Historic Area Remediation Site (HARS). The dredged material is anticipated to consist primarily of silt and sand. Due to anticipated restrictions associated with State Water Quality Certificates, the work is expected to require the use of a mechanical dredge equipped with an environmental clamshell bucket, along with multiple ocean-going bottom-dumping barges, tugboats, and survey vessels to support dredging and placement operations. All dredging and placement activities must comply with applicable federal, state, and approved local regulatory requirements governing the dredging and disposal sites. The contractor will be required to commence work within five calendar days of receipt of the notice to proceed and maintain an integrated production rate of not less than 8,000 cubic yards per calendar day for dredging and placement. Dredging operations will impact vessel traffic within the channel, and the work must be performed efficiently to minimize the duration of navigation impacts. Liquidated damages will be assessed at a rate of $2,987 per calendar day for failure to complete the work within the contract period. The project is an unrestricted procurement with an estimated construction cost between $5,000,000 and $15,000,000, and construction is anticipated to occur between September and December 2026. *The value for this project is based on a financial range.
