The project entails the construction of streetlights and related items in Street Improvement District 592. Work includes approximately three new feed points, one modified feed point, installation of 21,700 linear feet of conduit, 16,300 linear feet of 3-No. 4 conductor, 5,400 linear feet of 3-No. 2 conductor, 21,700 linear feet of No. 6 conductor, 121 street light units, and associated items. Bidders must submit their bids electronically using QuestCDN's vBid. Digital project documents must be downloaded from QuestCDN for a $22.00 fee, and bidding requires an additional $42.00 payment to QuestCDN. An optional paper set of plans and specifications is available from the Bismarck Engineering Department for a nonrefundable price of $150.00 per set, but digital bidding through QuestCDN remains required. Bidders must upload a copy of their contractor's license and a bidder's bond equal to 5% of the bid amount through QuestCDN. The bond must ensure that, if awarded the contract, the principal will execute the contract within ten days of receiving the notice of award. The project includes more than one bid schedule, with the award based on the lowest and best bid for the schedules selected by the City. Not all units are guaranteed to be awarded, and bidders should balance their bids accordingly. The City Commission reserves the right to hold all bids for thirty days, reject any or all bids, and waive irregularities in the best interest of the City. Bids must be made on a cash payment basis.
